NH&RA announced today that a rare assemblage of five state allocators from adjoining Midwestern states will be a highlight of the Annual Meeting of the National Council of Affordable Housing Market Analysts (NCAHMA) at Chicago’s Doubletree Hotel on November 9 and 10.

The focus of the discussion will be a state-by-state report on their use of the TCAP and Exchange Funds provided by the American Recovery and Reinvestment Act of 2008. The sessions will explore how different states are prioritizing and allocating stimulus funds as well as complying with new federal guidelines and rules. It will also provide practical analysis on what is working well in the various state agencies and explore how practices can be improved from both an allocating and development perspective. Gathering the allocators from each of the states in one room provides our membership with vital information they would otherwise have to track down from numerous widespread sources and locations.

“We did a similar presentations by allocators our spring and summer meetings in Washington, DC and Woodstock, Vermont respectively,” said Thom Amdur, Executive Vice-President of NH&RA “And they proved to be our most popular sessions. With all that is new in the market, our members want and need to see this locally and on a regular basis.”

The sessions also provide a unique forum for the Allocators to learn from each other’s experience. “The event [in Washington] provided me with the opportunity to explore the challenging issues faced by other areas of the country as we all try to effectively use the new resources being made available through ARRA,” observed Holly Glauser-Abel, Director of Development, Pennsylvania Housing Finance Agency. “With limited private capital available for affordable housing, the meeting provided “best practices” and “can do’s” to find solutions. The meeting also provided access to leading experts in the affordable housing industry which helped formulate our states implementation of the ARRA resources.”

Steve Lathom, Development Operations & Policy Manager at the Michigan State Housing Development Authority concurred noting, “This was a great opportunity to hear about the latest developments in federal housing policy and learn more about how the economic challenges facing the nation have affected the environment for our work. It was a good opportunity to share what Michigan is doing, learn from our colleagues, and network with other industry players from across the country.”

The discussion will be moderated by Ben Applegate, a partner with the Chicago law firm of Applegate and Thorne-Thompson that specializes in the development and financing of real estate and a director and past-president of NH&RA.
