The Wyoming Community Development Authority has released its draft 2010 qualified allocation plan with respect to the low-income housing tax credit (LIHTC) program. Changes in the draft include:
- Eliminates all references to homebuyer assistance and/or homeownership.
- Gives WCDA the discretion to award 2009 or 2010 LIHTCs to projects currently holding prior allocations of credits and, due to circumstances beyond its control, have not been able to meet the program’s 10% requirement, without requiring the normal ranking process under the 2009-10 allocation plan.
- The Utility Allowance source may not change from what is disclosed in the original Application throughout the compliance period without prior written permission from WCDA. Sub-metering is not allowed. The Utility Allowance Sources allowed are:
- Local Public Housing Authority Estimate
- HUD Utility Schedule Model
- Utility Company Estimate
- Energy Consumption Model by a properly licensed engineer
- Local Public Housing Authority Estimate
- Includes new section describing Section 1602 Tax Credit Exchange provision, including existing awards, eligibility standards and priorities.
The Wyoming Community Development Authority is accepting comments will conduct a public hearing Monday July 27, 2009 in Casper, Wyoming.
