U.S. Department of Housing and Urban Development (HUD) Secretary Shaun Donovan and U.S. Department of Energy (DOE) Secretary Steven Chu recently announced a partnership between the two departments to better coordinate efforts and provide additional guidance on weatherization and energy efficiency retrofits for existing housing. HUD and DOE have created a joint task force that will manage the retrofitting efforts under the American Recovery and Reinvestment Act and leverage funding that will, among other things, help to lower energy costs for vulnerable low-income households. The task force will also:
- Provide guidance to public and assisted housing;
- Coordinate expenditure of economic recovery funds;
- Develop common baseline for measuring energy efficiency measures; and
- Develop new home energy financing products
NH&RA’s Council for Energy Friendly Affordable Housing (CEFAH) has developed a set of public policy recommendations to help encourage and incentivize improving the energy performance of the HUD assisted portfolio.
